You're right - In England (school) years 9-11 are when you do your GCSE's and years 12-13 (often known as sixth form) are when you do your A-levels.
I'm guessing if you're an international student you probably didn't do A-level and GCSE's - I think Oxford publish some advice for international students on applying and it might tell you what to do about this section.
I tried to find something but couldn't. the form is for everybody from UK/Europe but there is no advice what someone not from the UK. The school type I attended doesn't fit in any of the categories available, but there is one box saying "Overseas", that's maybe the best choice for me ? or is overseas again some special kind of school ?
